            <content:encoded><![CDATA[<p>With the winter season upon us, the Town of St. Albans would like to give some friendly reminders…</p>
<ul><li>The parking ban is in full effect until May 1, 2026. The parking ban is for situations where vehicles or equipment are parked on the side of the roads for an extended period of time. We understand that people may need to clear driveways and such, but please keep in mind the Public Works employees are tasked to keep the roads clear and safe for traveling. Vehicles or equipment parked on the side of the road for extended periods of time hinders the ability to do so and could be towed at the owner’s expense. Our Public Works crew works long, tireless days to keep the roads clear for everyone and are going to do their very best to stay on top of the road conditions. </li>
<li>The Town Office may close early or for the full day if the travel is seeming dangerous. Many of the employees within the Town Office travel to other neighboring towns and their safety is very important. The website will be updated when the Town Office will be closed but do keep in mind that the closures may be unexpected due to the change of weather patterns. </li></ul>

Bids must be submitted to the Town Office by 4PM on December 5, 2025 in a sealed envelope labeled “Cemetery Maintenance 2026 – 2028” and will be presented to the Board at their regular scheduled meeting on December 8, 2025 at 6 pm.</p>

Chief Doughty has been invited, for multiple consecutive years, to deliver a keynote presentation at the State of Maine Fire Chiefs’ Association Professional Development Conference held at Sunday River Resort—an honor that reflects his expertise and reputation within the field.</p>
<p>With over 40 years of experience in the fire service, including more than 30 years in leadership roles specializing in special operations, technical rescue, and homeland security, Chief Doughty is exceptionally qualified to present on “Chaos in Command: A Fire Chiefs’ Guide to Legal &amp; Tactical Survival.” His selection as a keynote speaker underscores the high regard in which he is held by his peers.</p>
<p>The Town of St. Albans Fire Department has been fortunate to benefit from Chief Doughty’s dedication and leadership throughout his distinguished career. He has progressed through the ranks—serving as a firefighter, Training Officer, Lieutenant, Assistant Chief, and Deputy Chief—before being appointed Fire Chief in February 2025.</p>

There was a great turnout, where lots of laughs and gifts were exchanged. No one left with an empty stomach as there was a large amount of food shared between friends and colleagues. </p>
<p>During the celebration, the Chief’s choose one member each year to receive the “Firefighter of the Year” award and this year the award recipient to one of the town’s Junior Firefighters, Cooper Snowman. Cooper continues to show dedication and reliability as he responds to majority of the calls the department receives. Cooper continues to show his eagerness to learn and grow within his skills of being a firefighter. The town appreciates all that Cooper does and will continue to support him with in all of his future endeavors. </p>

            <content:encoded><![CDATA[<p>The St. Albans Fire Department received a surplus U.S. Army, 5-ton truck on 1/5/23, from a Pennsylvania military storage facility.  The truck is FREE to the town through a Maine Forest Service program that supplies surplus military vehicles for forest firefighting deployment.  This truck replaces the 1967 U.S. Army truck that the town had from the 1970’s until last month when it was returned to the State.  According to Fire Chief Jamie Crocker, all of the equipment that went on the old Army truck will fit on the newer one, and the only costs associated with the newer truck will involve a paint job, eventually, and some minor mechanical items.  After 2-years, this truck will be owned outright by the town, unlike the previous truck which had to be returned to the State.   </p>

The Town Parking Ordinance indicates that the right-of-way needs to be clear of vehicles and equipment. Please avoid parking on the right-of-way or leaving debris within 10 feet of the right-of-way. </p>
<p>The Town is not liable for damage to vehicles and reserves the right to tow any vehicle at the expense of the owner. </p>
<p>The Public Works crew works hard, long days throughout the winter months and their work doesn’t go unnoticed! Let’s ensure the Townspeople are doing their part to help keep the roads clear and safe for all that travel the roads. </p>

<ul><li>Public Hearing will be held on February 24th at 6pm to discuss the upcoming vote: “Would the citizens of St. Albans like to move the Town Office to a new location to allow for an Americans with Disabilities (ADA) compliant Town Office”. The goal for the Public Hearing is to inform the citizens of information gathered by the Board of Selectpersons and allow for questions to be asked. There will be documents for review during the Public Hearing.</li>
<li>Annual Voting is on February 28th from 8am - 7pm. Sample ballots have been posted around Town for the residents to review. The Registrar of Voters will be available to register anyone who wishes to vote and is not registered in St. Albans.</li>
<li>Annual Town Meeting is on March 1st and will begin at 9am until adjournment. </li></ul>
<p>We encourage all registered voters within Town to participate in all three activities within the next week. We do ask that everyone comes with an open mind to all options and information being provided. Everyone who is in attendance comes to the meetings with a goal of doing what is in the best interest of the Town. The Town of St. Albans has been awarded a grant in the amount of $1.5 million. The grant from Senator Collins office was passed through the Senate and House this past week with President Trump signing the bills Wednesday evening. The Chief’s involved have dedicated their time to making this dream a reality and we would like to acknowledge Paul Doughty, Fred Cooper, and Jamie Crocker for their efforts. We would also like to extend a HUGE thank you to the residents in St. Albans who have participated in the Annual Town Meetings and Seth &amp; Nikki Snowman. Seth &amp; Nikki’s generous gift of land for the new fire station has alleviated a financial burden associated with the project and has provided a suitable location. Our goal is to continue to keep St. Albans residents safe for any emergency situation that arises and a new facility will allow for that goal to be achieved. </p>

            <content:encoded><![CDATA[<p>NEWPORT - The Maine Department of Transportation will be building a roundabout at the intersection of Routes 2 and 7 in Newport to improve safety and mobility in the area.\

Construction will begin on Monday, April 14 and is anticipated to be completed by late 2026. This work will involve the full closure of Route 2 at Route 7 within the project area. Construction will begin 0.04 miles East of Lovely Drive and extend East for 0.22 Miles. A detour will be in effect beginning Monday, April 14th and is anticipated to remain through November of this year. Through-traffic on Route 2 will be detoured to High Street and Banks Road. Local traffic on Route 2 can access businesses using High Street. Through-traffic on Route 11 will still be able to pass through the intersection. This is a highway safety improvement project aimed at reducing collisions in a high-crash area.\

MaineDOT will be holding an in-person, open house on Tuesday, April 1st, from 5:00 p.m. until 7:00 p.m. at the Newport Public Safety Building at 21 Water Street, Newport Maine, 04953.\

MaineDOT invites and encourages all interested members of the public to attend this meeting to get information pertaining to the construction, its intended outcome, and what those changes mean for local residents. The Ridge Ramblers Square Dancers of St. Albans will be running their latest class for beginners starting on Wednesday, March 4th at the Jonathan Bowman Center in St. Albans. We meet every Wednesday evening from 6:30-8:00pm. These lessons are designed for new dancers and others who have danced before and want to get back into the fun. </p>
<p>We present the lessons in a relaxed, casual, fun atmosphere starting from the very basics of ‘do-si-do’ to ‘swing your partner’ to ‘allemande left’. It’s a great way to have fun and learn a new recreation with a little exercise (both mental and physical). It’s good for the whole family, too.</p>

            <content:encoded><![CDATA[<p>The Saint Albans Giving Tree will be hosting their 3rd Annual Fundraiser on Sunday December 15, 2024 from 2PM - 4PM at The Jonathan Bowman Center for Enrichment - 129 Hartland Road, Saint Albans. </p>
<p>Santa will pass out a token gift for the children. Acoustic caroling with the kiddos and crowd will be led by Sarah E. Crosby. Bartenders will be whipping up mocktails and serving assorted treats, all by suggested donation. </p>
<p>Various items will be available for silent auction, and The Giving Tree’s Famous Auctioneer, Pete, will close the auction for final bids. </p>
<p>Bring the family to enjoy treats, listen and dance to traditional Christmas music.</p>
<p>For those who cannot attend in person, the silent auction finale will be live streamed from The Saint Albans Giving Tree Facebook page. Please reach out to Tawnya if you would like to bid on an item during the live (contact information below). </p>

<p>THE TOWN HALL WILL ONLY OPEN IN THE EVENT OF A LARGE-SCALE POWER OUTAGE…</p>
<p>The Town administration is prepared to open the Town Hall in the event of power outages during the high winds and low temperatures expected on 2/3/23 and 2/4/23.  If power is lost, community members are encouraged to proceed to the Town Hall where they will be able to stay warm.  The Town Hall has a generator that keeps the building’s furnace operating, but it’s not equipped with any food or other supplies other than water, so please bring your own comfort supplies with you.  The Town Hall will be staffed by Town officials if the need arises for it to be opened due to the cold weather.  If you get to the Town Hall and it isn’t unlocked yet, please be patient as staff should be along shortly.</p>

            <content:encoded><![CDATA[<p>The Town of St. Albans held its second Veterans’ Luncheon on November 9th. This year, we had the event catered by Perley’s Catering right here in St. Albans. The delicious lasagna was paired perfectly with homemade yeast rolls by Hollie Stedman and desserts made by volunteers from the Jonathan Bowman Center for Enrichment.</p>
<p>We would like to say a big thank you to Sue Bowman, her volunteers, Town of St. Albans employees, Plymouth Card Makers, and the Harold J Crosby Community Band. Sue and her trusty volunteers are always willing to help any way they can and Sue is always so generous with donating the kitchen and gym for the event each year. The employees for the town look forward to offering a hand for setup, serving food, and clean-up at the end of each event. The Fire Department comes with a large group of people who are always looking to assist in any way possible. The same could be said for Selectwoman, Sandy Cooper, and Administrative Assistant, Sam Fencer. Both are the first to ask what they can do without needing to be asked. The Harold J Crosby Community Band was a perfect touch to the on-going tradition as they provided a great choice of songs to be played for the special event, as well as the Plymouth Card Makers who passed around heartfelt cards to each Veteran.</p>
<p>Finally-and most importantly-the final thank you goes out to our Veterans’ and their loved ones. Everyone who serves for any branch of the military deserves to be honored to the highest extent as they fight for the freedom that is most often taken for granted. The same can be said for the loved ones as they wait patiently for the return of loved ones and care for everything at home. We are truly fortunate to be surrounded by selfless individuals who fight so hard for our country.</p>
<p>We are already looking forward to next year’s Veterans’ Luncheon and encourage all the Veterans’ in town to join us on their special day of thanks.</p>

            <content:encoded><![CDATA[<p>I, as the Town Manager, would like to explain the news piece that was aired during the 12 o’clock news today, October 31, 2024. The news stated false information in regard to the public notice of an Emergency Selectmen’s Meeting being held on November 1, 2024 at 4pm. The Town of St. Albans is NOT looking to pursue any legal action at this time. The employees within the Town Office are working very well together with the energy within the office being positive and upbeat. The news brief was to state the meeting topic of seeking new legal advice about legal bills associated with a personnel matter that occurred in the past and is still an ongoing topic of discussion at our recent regularly scheduled Selectmen’s Meetings. The intent for the meeting is to open discussion for options regarding legal services for normal Town business. </p>
<p>I personally would like to apologize for the misrepresentation of the Town during the news airing. I have enjoyed conversing with the Townspeople and working with the other employees within the Town. The Town of St. Albans is a beautiful community filled with residents who genuinely care. </p>

Wendell is now the holder for the Boston Post Cane for being the eldest male in the Town of St. Albans. Wendell continues to be a firecracker even at the age of 98! We look forward to celebrating his 99th birthday on December 18th.</p>

<p><strong>TOWN OF ST. ALBANS</strong></p>
<p> <strong>TRAFFIC AND PARKING ORDINANCE</strong></p>
<p> </p>
<p> </p>
<p> </p>
<p>Section 1:          Authority:    This ordinance is enacted in accordance with the provisions of Title 30A </p>
<p>                          M.R.S.A. sec. 3009 and 3009-A.</p>
<p> </p>
<p>Section 2:          Purpose:    The purpose of this ordinance is for the safety and general welfare of the</p>
<p>                          Inhabitants of St. Albans and the general public.</p>
<p> </p>
<p>Section 3:          General Regulations:</p>
<p>   a.     No Parking Zones Shall Exist in the Following Areas:</p>
1.                   At or between No Parking signs, Fire Zone signs, or by fire hydrants.
2.                   Within 10’ of center of any publicly traveled way within the Town of St. Albans or so as to
<p> interfere with snow removal and normal traffic.    </p>
3.                   Any vehicle or motorcycle parked in a parking space clearly marked as a disability parking
<p> space and that does not bear a special registration plate or placard issued under Title 29-A,</p>
<p>section 521 or 523, or a similar plate issued by another state, must be cited for a  fine of not</p>
<p>less than $200 and not more than $500.  “Clearly marked” includes painted signs on pavement</p>
<p> and vertical standing signs that are visible in existing weather conditions.</p>
4.                   No vehicle shall be parked in the area designated as a ‘No Parking’ zone adjacent to the boat
<p> ramp at the Public Landing, which is defined as part of  Map 23 Lot 79 of St. Albans Tax Maps</p>
<p>as of April 1, 2004.</p>
5.                   No person shall park a vehicle in such a manner as to obstruct the entrance to any public or
<p> private property.</p>
<p>    b.    Traffic and Parking During Town Events</p>
<p>Traffic and Parking shall be prohibited upon designated roads or streets during designated</p>
<p>Town events to ensure pedestrian safety.         </p>
<p>Section 4:       Enforcement:  Any violation of the provisions of this ordinance is a civil violation. Civil actions are</p>
<p>          prosecuted in District Court, and the municipality must be represented either by an attorney or by a law</p>
<p>          enforcement officer certified to represent the town in accordance with M.R.S.A Title 30-A, section 2671.</p>
<p>         Any law enforcement officer may enforce these provisions and may have any vehicle removed and</p>
<p>         placed  in a suitable parking place, at the expense of the person in whose name the vehicle is registered.</p>
<p>         In addition to any fine imposed on a violator, the town is entitled to recover reasonable attorney’s fees</p>
<p>         and court costs incurred in the prosecution of a violation. For the amount of the fine, court action may be</p>
<p>         waived provided the offender pays a fee in the amount of $25 directly to the Town within 30 days of</p>
<p>         being cited of the offense.  For 2nd and subsequent offenses, a fee of up to $50 may be assessed.     </p>
<p> </p>
<p><strong>Effective date:</strong>  This ordinance, replaces the ordinance, which was adopted by the Board of Selectmen on August 22,</p>
<p>2005 and becomes effective as of the vote taken by the Board of Selectmen on August 26, 2013.     </p>
